"...I don't profess to be expert in this area of immigration law, but I do know that the statutes require state and local governments to be consulted before resettling refugees in their jurisdictions (see 8 U.S.C. Section 1522(a)(2)). It seems logical that, if the consultation is to be meaningful in any way, and not just a facade, the process would include the right of each state to reject resettlement proposals destined for their respective areas. Meanwhile, in other news, German police announced with great relief the end of a 2-day nationwide man-hunt after they captured a fugitive who had planned a horrific bombing at a German airport equivalent to those experienced not so long ago in Brussels and Istanbul. The fugitive was Jaber Al-Bakr (alternately spelled 'Albakr' [or 'al-Bakr']), a 'Syrian' 'refugee' who arrived in Germany a few months ago as part of the migrant wave emanating out of Turkey and North Africa, and who had applied for asylum..."
We do not have any good way to be certain that they are "Syrians", nor that they are genuinely "refugees", let alone whether their intention is or is not to initiate force... and neither the UN, EU, nor the Obummer regime wants anyone to make a good-faith effort to find out. Though the news has come through that extremely few of them are Christians (and zero Jews) in proportion to the pre-war population nor in absolute numbers and in proportion to the estimated numbers who have been abused and killed.

"Once in a while the Department of Homeland Security does the right thing about foreign workers -- making them harder to obtain by employers who, one hopes, will be forced to hire citizens instead. This time the issue is whether, as USCIS charges, some of Guam's employers are using the temporary hiring provisions of the H-2B program for unskilled labor to fill year-round vacancies in their work-force. Sadly, this has been the pattern there for ages. But this move, a potential benefit for USA workers, is taking place a full 4K miles west of Hawaii, when such actions should also be taking place on the Mainland. I know a bit about Guam's labor market because I have been there on missions for the Department of the Interior's Office of Insular Affairs, my employer of some 20 years ago. Contractors, often with fat military contracts, prefer docile non-USA citizen workers because they are cheap, expendable, and unlikely to join unions..."

"In an earlier blog posting, I mentioned that during its current term, the supreme court will be reviewing and deciding an immigration-related case having to do with birthright citizenship. But that isn't the only immigration matter that the high court will hear this term. It will also be considering the question of whether the phrase 'crime of violence', as used in its immigration enforcement context, is unconstitutionally vague. Section 101(a)(43) of the Immigration and Nationality Act ('INA'), codified at 8 U.S.C. § 1101(a)(43), provides that an alien convicted of an 'aggravated felony' is deportable and, equally important, is also ineligible for relief from deportation, for instance through withholding of removal, or cancellation of removal for resident aliens convicted of some offenses. Aggravated felonies include convictions for 'a crime of violence... as defined in section 16 of title 18... for which the term of imprisonment is at least one year'. 18 U.S.C. § 16, in turn... In the case being presented, a resident alien was convicted on two different occasions of burglary. Is burglary inherently an offense that 'involves a substantial risk that physical force against the person' [no; some risk, but not substantial] 'or property of another [yes] may be used'?..."

Their presence in the labor market reduces the cost of many items -- from home construction and child care to fruit and vegetables -- but does so by holding down wages for the native high-school dropouts who compete for those jobs.' Now, perhaps we shouldn't have expected Diane Rehm's staff to have prepped Rehm for the show by pulling up Leonhardt's 2008 story. But they certainly could have made Ms. Rehm aware that there are sophisticated voices on the other side of the argument. Here are two. (Note to the staff: Call if you want more.) Professor Andrew Sum, director of Northeastern University's Center for Labor Market Studies: 'Employers have chosen to use new immigrants over native-born workers and have continued to displace large numbers of blue-collar workers and young adults without college degrees... One of the advantages of hiring, particularly young, undocumented immigrants, is the fact that employers do not have to pay health benefits or basic pay-roll taxes.' Professor George Borjas, Harvard economist, writing in Politico: 'Immigration redistributes wealth from those who compete with immigrants to those who use immigrants -- from the employee to the employer... And the immigrants themselves come out ahead, too. Put bluntly, immigration turns out to be just another income redistribution program."

"The media are reporting the crash of a small aircraft in East Hartford, CT, by an alien in pilot training who died on impact. His co-pilot (and trainer) for the flight, now hospitalized with serious injuries, says the act was deliberate. The pilot, Feras Freitekh, was a Jordanian national of Palestinian descent who entered the United States on a visa permitting him to attend pilot school. One of the reporting media outlets, the Daily Caller, points out that the crash was close to the site of a Pratt & Whitney factory that has been designated as a part of the homeland's critical infrastructure. The FBI is investigating... I don't suggest that terrorism was in fact the motive; it's too soon to know based on the scanty facts available. I do, however, reject the notion that only a Muslim extremist would be capable of an act of terror. That on its face is absurd, and to do so simply because the dead pilot was an apparently secular Arab of Palestinian-Jordanian origins is to engage in revisionist history (something we Americans do all too often, and for the worst of reasons). It's worth remembering that half of the Palestinian Territories are controlled by Fatah, a secular political arm of the Palestinian Liberation Organization (PLO), which, along with the Popular Front for the Liberation of Palestine (PFLP) and a number of other such organizations, began its life many decades ago in the mid-20th century with a decidedly pan-Arabic secular socialist philosophy completely divorced from Islam. This is one reason that Fatah is in such constant conflict with Hamas, the self-avowedly Islamist organization that controls the other half of the Palestinian territories. While they share the goal of a separate, internationally recognized Palestinian state, they have little else in common. In fact, members of Fatah, PFLP (and other similar organizations and regimes such as now-deceased Muamar Qadaffi's Libyan Arab Socialist Union) are, to Islamic fundamentalists, the worst kinds of unbelievers -- apostates and heretics who have abandoned their faith... What the secularists do share in common with jihadists, though, is a proclivity to achieve their goals (whether politico-religious or politico-secular) through the use of terror. Some of the most feared and hated terrorist organizations (USA State Dept.) of the 1960s through 1980s, were groups such as the PLO and PFLP, which went beyond 'pink' socialism and were overtly Marxist-Leninist, going so far as to train and cooperate with other international Marxist terror groups such as the Japanese Red Army, the Italian Red Brigades, and the German Red Army Faction, also known as the Baader-Meinhof Gang...."

"...Accenture, a spin-off from Arthur Anderson, once a large, global, but failed accounting firm, was first head-quartered in Bermuda and then in Ireland for tax-avoidance purposes. According to Wikipedia, the largest number of its workers is in India and it is well-known to be an extensive user of the H-1B program in the USA. In this case, and I have not seen this before, an Indian worker complained that USA workers employed by Accenture were paid better than the workers from India (which is of course why they were hired at bargain rates in the first place). The worker, Elton Kent, according to a Law360 article (behind a pay-wall) 'was transferred from India' (on L-1 status) to the United States as a 'senior software engineer' in 2012 September. He subsequently resigned when he discovered that some USA citizens in comparable jobs were being paid better and had better fringe benefits... On a more cheerful note, the report was that the case was settled for 'up to $500K'... Accenture clearly lost, but half a million is a mere tap in the general vicinity of the wrist for this massive operation."
