"The most selective public colleges, such as UCLA and Michigan, now take 1 out of 6 applicants, compared to 1 out of 3 a decade ago.   Top private colleges, such as Stanford and Harvard, admit 1 out of 20 applicants, compared to one out of 10 a decade ago.     What explains the steady decline in college admission rates for [the USA's] best high-school students?   Is it really true that the percentage of high-school graduates who are prepared for college keeps getting smaller?     One reason for this trend is the huge increase of students from foreign countries, especially China, who are admitted to study on American campuses.   The numbers of Chinese and other foreign students who go to college in the USA is truly mind-boggling.     The University of Illinois has 5K Chinese students on its Champaign-Urbana campus, compared with less than 100 a decade ago.   Students from the People's Republic of China made up a tenth of last year's freshman class.     California has more USA-born Chinese students than any other state, but its public colleges nevertheless admit huge numbers of students from mainland China, including 1,200 at UC Berkeley (up from 47 a decade ago) and 2,200 at UC San Diego (up from 70).   Of the nearly 1M people living in the USA on F-1 student visas, about 360K are from China.     Why did USA universities decide to open their doors to foreign students? Follow the money.   Foreign students usually pay full tuition rates, which could be 2 or 3 times [as much as USA's in-state] students pay.     Like any business seeking to exploit a new profit opportunity, the higher education 'industry' has hired more Chinese-speaking staff in order to recruit more students and cater to them after they arrive on campus.   Some USA universities even hold pre-departure orientations in China.     The lure of higher tuition has tempted state colleges to lower their admission standards for foreign and other out-of-state students.   The California state auditor recently found that the average SAT scores and grades of out-of-state students were lower than those of in-state students, and that state universities had rejected 4,500 Californians whose test scores and grades were good enough for out-of-state and foreign students.     Chinese students do seem to have plenty of money to spend, and not just for tuition, room and board.   Many drive expensive cars and wear fashionable clothing, which makes them stand out among typical American college students.     While an American kid might drive a beat-up Toyota handed down from an older member of the family, Chinese students seem to have no problem affording [expensive new wheels]...     At Michigan State in East Lansing, where 4,400 Chinese students are enrolled, Chinese students accounted for 10% to 20% of a luxury car dealer's entire sales.   Chinese students provided 8% of the sales of a luxury car dealership near the University of Oregon at Eugene, and 5% of sales by a luxury dealer near the University of Iowa in Iowa City.     In case you're thinking that Chinese students must be some of 'the best and the brightest' who provide the brain power needed by America's engineering schools, nothing could be further from the truth.   Most Chinese students have no better than average ability, and many do not speak, write, or understand English well enough to contribute significantly to the academic community.     A professor of Chinese history at New York University told the Wall Street Journal that students from China often pose a 'burden' on her lectures, which she has to modify for their benefit.   Many Chinese students 'are woefully under-prepared', she said.     WholeRen Education, a USA company that caters to students from China, reported that some 8K Chinese students were expelled from American universities last year, mostly for poor academic performance or cheating.   'Chinese students used to be considered top-notch', a WholeRen executive said, 'but over the past 5 years their image has changed completely -- wealthy kids who cheat.'     The Reuters news service has just published an in-depth examination of Chinese cheating on college entrance exams such as the SAT, which is administered in China under license from the College Board.   In many cases, actual test questions and even entire test booklets were found on Chinese web-sites or used by Chinese cram schools..."

"In an unusual and commendable move, Immigration and Customs Enforcement (USA DHS ICE) established a phony visa mill, created a network of recruiters for it, and then arrested 21 of the conspirators yesterday.   USAICE established the totally imaginary University of Northern New Jersey (UNNJ), which was described to recruiters of foreign students as having no classes, and then watched as these recruiters (for a fee) enrolled 'students' in the scheme.   Since the whole enterprise was known as a fraud to everyone concerned — recruiters, brokers, 'students', and some employers of the 'students' -- all were clearly participating in illegal activity.   The 'university' was located at 25 Commerce Drive, in Cranford, NJ; the 'campus' is about 100 yards east of the Garden State Parkway.   The 21 were identified in an USAICE press release as 'amongst the system's most egregious violators'.   The 21 alleged conspirators, who had a mix of Chinese and Indian names, were located in California, Illinois, New Jersey, and New York.   The last 2 on the list were the only 2 of the set to be charged with H-1B visa fraud -- details on that aspect of the case were not self-evident in the press release.   The release stated: 'Through various recruiting companies and business entities located in New Jersey, California, Illinois, New York, and Virginia, the defendants then enabled approximately 1,076 of these foreign individuals -- all of whom were willing participants in the scheme -- to fraudulently maintain their non-immigrant status in the USA on the false pretense that they continued to participate in full courses of study at the UNNJ.'   The University of Northern New Jersey is listed among the approved schools on the website of the Student Exchange and Visitor Program -- or was the last time I looked -- and it bears a phone number, which I called.   The person who answered the phone, who called herself Ann, seemed not to know anything about the sting and said that her outfit was an answering service in Cranford, NJ, but that the university is 'not one of our companies'.   Maybe the feds did not set up a phone answering system, or maybe the number on the SEVP list of schools was a wrong number.   A second call to the number got an angry reception: 'Don't call us, call them.'   The story will be covered on ABC-TV national news tonight at 18:30 (eastern time) and there will be a story in the New York Times tomorrow."

"In a unanimous ruling, the supreme court held in Evenwel v. Abbott that Texas's current methodology for drawing electoral districts based on total population is constitutionally sound.   The Court did not rule on the question of whether states are required to include illegal aliens or other non-citizens when drawing districts.   In fact, the court noted that some states 'have relied on the registered-voter or voter-eligible populations' for drawing districts and that 10 states already exclude some non-permanent residents.   The plaintiffs argued that because illegal aliens and other people ineligible to vote are counted, it means that the political influence of USA citizens is being diluted.   If the districts were drawn to only count eligible voters, the districts would look considerably different and political influence amongst voters would be divvied up differently.   It could also be argued that some of these state districts might not even exist but for the presence of illegal aliens and/or other non-voters.   In determining if a state has run afoul of the one person, one vote standard, a court will look at whether a state's districts are relatively similar in population size.   The court noted that where the maximum population deviation between the largest and smallest district is less than 10%, the state presumptively complies with the one person, one vote rule.   In Texas's districts, the population deviation is around 8% and the court found this perfectly reasonable.   However, if you look at only eligible voters, the population deviation exceeds a whopping 40%.   This means that some districts are largely made up of eligible-voter citizens, and some districts are largely made up of non-citizens (including illegal aliens) and/or other people ineligible to vote.   Naturally, the USA citizen plaintiffs are troubled that they are getting the same representation in the state-house as a district full of people who maybe don't even belong in the country..."
