"In 1899, there were 4 academic public high schools in Washington, DC -- one black and 3 white.   In standardized tests given that year, students in the black high school averaged higher test scores than students in 2 of the 3 white high schools.   Today, more than a century later, it would be considered Utopian even to set that as a goal, much less expect it to actually happen...   That same school repeatedly equaled or exceeded national norms on standardized tests in the 1930s, 1940s, and early 1950s.   Back in the 1890s, it was called the M Street School and in 1916 it was renamed Dunbar High School...   As of academic year 1892-1893, of the known occupations of these parents, there were 51 laborers, 25 messengers, 12 janitors, and 1 doctor...   More detailed data on parental occupations are available for a later period, from the late 1930s through the mid-1950s.   These data reveal that there were far more children whose mothers were maids than there were whose fathers were doctors.   Mary Gibson Hundley, who taught at Dunbar for many years, wrote: 'A large segment of the homes of the students had 1 or more government employees for support.   Before the 1940s these employees were messengers and clerks, with few exceptions.'" --- Thomas Sowell _Black Rednecks & White Liberals_ pp204-205     (citing 1900 _Report of the Board of Trustees of Public Schools of the District of Columbia to the Commissioners of the District of Columbia: 1898-1899_ pp7,11;     Henry S. "When a baseball player sees a team-mate hit a bases-loaded, game-winning home run he experiences two emotions -- elation for the team, and a whiff of jealousy that he did not get those 4 RBIs and all that applause.     Well, South Carolina lawyer Geoffrey Rhodes, someone I had never heard of, has just pulled off a similar feat in the H-1B field, and I am frankly envious.     Using an interesting research method, he has just demolished the fantasy of high H-1B salaries paid by the big players in the 'IT' world.     He discovered that Cisco, PayPal, MSFT, and E-Bay, for example, follow a (misleading) double track as they use the H-1B system.     On one hand, they seek petitions to hire H-1Bs directly at relatively high salaries (that's the 'Apparent Average H-1B Salary' in the table below), while, on the other, they are quietly using the Indian out-sourcing firms (often called bodyshops) and thus paying low H-1B salaries for large numbers of other, lesser workers.     But because of the way they play the game, up until now only the high salaries could be gleaned from the government data.     Rhodes presented information on the extent of the companies' use of low-wage hires at their head-quarters, in percentages.     I added in the latest average salary information as it appears on Myvisajobs.com [which would have incentives to pad its figures upward to attract more visa applicants], and we see...

"A quick update on the USA-Australia refugee resettlement deal I've been writing about (see here, here, and here).     The latest development came with the news Thursday of Australian prime-minister Malcolm Turnbull mocking president Trump during the Australian Parliament's annual MidWinter Ball, which is the premier event of the political year in Canberra, similar to the White House Correspondents Dinner.     Unlike the USA version, Turnbull's speech in front of journalists, advisers, and politicians, was supposed to be off the record.     Australia's Channel Nine leaked part of the audio in which Turnbull is heard making fun of his meeting with Trump in New York last month: 'It was beautiful.     It was the most beautiful putting-me-at-ease ever.'...     Speaking on Australian radio station 3AW, Turnbull said he was disappointed with this 'breach of protocol', adding that his speech was 'light-hearted, affectionate, good natured'.     Good-natured or not, this complicates an already rocky relationship between both leaders, and casts even more doubt on the USA-Australia refugee resettlement deal carried out by the Trump administration.     If Turnbull 'affectionately' mocked president Trump behind the scenes, other actors involved in this re-settlement deal were more openly critical of the USA president.     The International Rescue Committee (IRC) has openly criticized president Trump's efforts to pause the refugee re-settlement program for assessment.     IRC is a USA-based non-governmental organization that is partly funded by the State Department [i.e. by USA tax-victims].     In the case of Australia's unwanted refugees, IRC is acting both as a resettlement support center (RSC) and a domestic resettlement agency (or 'volag') for the State Department.     That means that the same IRC that is paid by the [USA tax-victim] to screen Australia's unwanted refugees and help them build a case to submit to USA officials for re-settlement (that's the function of a re-settlement support center) also gets paid by the head to receive and place them into communities in the United States of America (the function of a volag).     This odd 'double role' is not the subject of today's post; I discussed this issue in a previous one.     What is strange in a context of Trump-bashing is that this organization that receives funding from the Trump administration to help with the refugee re-settlement process does not hesitate to publically oppose its immigration policies...     Is this really the organization the Trump administration wants to fund and rely on to re-settle Australia's unwanted 'refugees'?   There's more.     Australia's unwanted asylum seekers themselves seem to have nothing but disdain for president Trump.     Behrouz Boochani, an asylum seeker detained on Manus Island (one of Australia's off-shore detention centers) is very active on social media, giving a voice to all detainees who do not have his exposure.     Boochani is a Kurdish journalist born in Iran who was arrested and transferred to Manus Island in 2013 August as he was trying to reach Australia by boat from Indonesia.     He writes from his detention and collaborates with journalists, [so-called] human rights activists, refugee advocates, [and visa/immigration/border reform opponents].     Disdain or not, these refugees will soon be resettled in the United States (many, if not most, by October 31) by the Trump administration.     On a separate note, we also found out this week that a settlement agreement was reached in a law-suit between Australia's off-shore detainees on Manus Island and the Australian government: All asylum seekers detained on Manus Island between 2012 and 2016 (some 2K detainees) are to be paid a total of $70M in compensation for allegedly enduring physical and psychological harm during their detention.     This means that every refugee re-settled in the United States of America from Manus Island is entitled to this financial compensation.     The details of this deal, which remain classified, better be really great for [the USA].     Otherwise, I'm at a loss for words."
