* phase out unconstitutional Medicaid & Medicare over 3 years

* phase out the unconstitutional Socialist Insecurity Abomination over 5 years

* end government subsidies for hospitals (and the attached strings)

* end government subsidies for scientific research (except for defense which should cover defense against biological warfare & epidemics)

* repeal regressive income extortion (i.e. repeal 16th amendment; replace with national retail sales tax with hard-cap constitutional top rate of 9.875% structured as a levy on the states)

* revoke the charter of the CFPB and repeal the rest of Dodd-Frank

* revoke the charter of the Federal Reserve System and establish a stable, hard money

* repeal direct election of senators (repeal 17th amendment)

* repeal the unconstitutional Federal Firearms Act and its amendments

* de-fund and repeal the charters of CPB/NPR/PBS

* de-fund the national endowments for arts and humanities and AFI

* de-fund the racist eugenicist Planned Parenthood

* de-fund SBA

* de-fund Export-Import Bank, World Bank, IMF, Asian Development Bank, USAID

* cut foreign aid

* repudiate biased, injust WTO, GATS/TiSA

* re-negotiate or statutorily repudiate/reset GATT & NAFTA

* totally de-fund UN, withdraw membership, and evict them and all their evil spawn from NY and the USA

* cut federal Department of Educationism back to statistical reporting of graduations, diplomas, degrees, and rates thereof (NCES)

* cut Department of Energy by one-third to one-half

* set normal import tariff/duties/taxes to a maximum cap of 9.875%, and MFN to a cap of 8%, dumping penalties to at most 50%, and fraud penalties to at most 120%, eliminate exemptions to bring back burden to between 40% & 65% of all goods and services imported into USA with the aim of reaching an overall weighted average rate of 8%-12.5%

* adopt honest Country of Origin Label requirement for all imports to USA, requiring readable percentage of origin content for up to top 10 places of origin of parts & materials

* beef up export bans and restrictions for national security and to fight intellectual property robbery and fraud

* cut or eliminate HUD, HHS, NIH, CDCP, NSF; limit and focus their funding and work on constitutional functions & objectives

* cut or eliminate federal highway trust funds.

  "1 out of every 5 jobs that existed at DuPont at the beginning of the 1980s was gone by the end.     The number of production workers at US Steel declined from more than 100K [to 30K] during the decade.     AT&T slashed 24K positions at its information-systems division in 1985 [just as they were starting to crank out Unix work-stations].     The next year, the telecommunications company announced that it was eliminating another 27K workers, or nearly 9% of its total.     Ford jettisoned 10K white-collar jobs. IMMACT1990 - Kennedy-d'Amato-Dodd-Moynihan-Simpson Immigration Act of 1990; PL101-649; 104 Stat. 4978, 5019-5022; effective 1991-10-01 or 1991-11-29; (created H-1B visa requiring "specialized knowledge"); 1.88M admitted 1992-1993; raised the number of immigrants per year by 40% (BLS _MLR_ 1991 November pg32, estimated the net immigration both legal and illegal would be 800K per year) 8 U.S.C. § 1184(i). PL101-649, § 205(e)(1), 104 Stat. 4978, 5022. removed the requirement that H-1B visa applicants have a residence in a foreign country that they had no intention of abandoning. PL101-649, § 205(b)(2), 104 Stat. 4978, 5020. allows dual intent (i.e. allows someone with H-1B to apply for green card). PL101-649, § 205(c), 104 Stat. 4978, 5021; in 1990, besides removing the foreign residence requirement (and allowing dual intent), the original language was replaced with language authorizing H-1B visas for aliens coming temporarily to the United States to perform services in a "specialty occupation". A specialty occupation was defined as one that required a theoretical and practical application of a body of highly specialized knowledge, and at a minimum, a bachelor’s or higher degree in the specific specialty (see app. V of GAO-11-26). This increased the pool of eligible workers to include a wider range of skill levels. H-1B3 fashion models. Of course, the government's standards for "highly specialized knowledge" are quite low, and in practice hundreds were approved who lacked the equivalent of a US high school diploma, and thousands who lacked the equivalent of a US bachelor's degree.

ITCA1991 - Immigration Technical Corrections Act of 1991; PL102-232 title3 section303(a)(7)(B)(iii); 102 Stat 1742, 1747; Restricted DoL to reviewing LCAs only for completeness and obvious inaccuracies; Required DoL, if an LCA is complete and has no obvious inaccuracies, to certify it within 7 days.

Section 245(i) Amnesty, 1994: A temporary rolling amnesty for 578K illegal aliens. NumbersUSA

IIRIR1996 - Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (8 USC 1101, 1103); gave immigration officers the authority to summarily deport an alien if the officer determines that the alien has engaged in fraud or misrepresentation, or that the alien does not possess valid documents; delegated to attorney-general sole authority to naturalize individuals and removed judicial review of decisions to remove aliens "on the basis of most criminal convictions"; gave exclusive authority to the INS to determine whether an immigrant will be granted asylum, without the right/privilege to appeal to the courts.

PRWORA1996 - The Personal Responsibility and Work Opportunity Reconciliation Act of 1996, barred most illegal aliens from receiving most Medicaid benefits, but they are eligible for emergency Medicaid services.

1996 welfare reform law PL104-193 made most newly entering LPRs ineligible for federal public benefits for 5 years; after 5 years, it allowed states to continue barring LPRs from federal public benefits, including Medicaid and the State Children's Health Insurance Program (SCHIP); but non-citizens, regardless of status, who otherwise meet the eligibility requirements for Medicaid, are eligible for emergency Medicaid.

IIRIRA1996 - Illegal Immigration Reform and Immigrant Responsibility Act of 1996; PL104-208; 8 USC 1623; "Those who are unlawfully present for more than 180 days but less than one year and who voluntarily depart the country are ineligible for admission or re-entry to the United States for 3 years. An alien unlawfully present for one year or more who leaves or is removed from the United States is inadmissible for 10 years. These provisions are generally referred to as the 3- and 10-year bars." Authorized reimbursement of public hospitals and certain non-profit hospitals for emergency medical assistance to illegal aliens, and reimbursement of state and local governments for emergency ambulance services provided aliens injured while crossing U.S. borders while in custody. Division C made illegal aliens ineligible for post-secondary education benefits based on state residence unless equal benefits were made available to all U.S. citizens regardless of state of residence.

NACARA1997 - Nicaraguan Adjustment and Central American Relief Act of 1997, an amnesty for close to 1M illegal aliens from Central America. NumbersUSA

Amended military naturalization and posthumous citizenship statutes and provides immigration benefits for immediate relatives of U.S. citizen service-members who die as a result of actual combat service. PL108-136 expands immigration benefits available to the immediate relatives (spouses, children, and parents) of citizens, including posthumous citizens, who die from injuries or illnesses resulting from or aggravated by serving in combat. Such relatives would remain classified as immediate relatives of a U.S. citizen for immigration purposes, notwithstanding the death of the servicemember, and could self-petition for immigrant status. Certain adjustment requirements and the public charge ground of inadmissibility would be waived. In addition, children and parents, as well as spouses, of U.S. citizens who die during honorable active-duty service would be eligible to naturalize without prior residence or a specified period of physical presence in the United States. This includes survivors of posthumous citizens who died on or after 2001 September 11.
