* cut immigration/green cards/LPR visas to no more than 175K/year (about what John F. Kennedy thought was reasonable)
* cut O + L + H guest-work visas to no more than 5K/year (total)
* cut F student visas to no more than 10K/year (total) and OPT to 500/year for a term of no more than 3 months
* end visa waivers (everyone must pass a conscientious background investigation, regardless of country of birth or citizenship or most recent residence)
* fence/wall the borders
* terminate/eliminate permission to work from exchange / student exchange / cultural exchange visa programs (you can put on plays, pageants, dance, music, local craftsmanship & industry demonstrations, but not settle in to jobs in hotels, resorts, USA industries, craftsmanship, agriculture, etc.)
* phase out unconstitutional Medicaid & Medicare over 3 years
* phase out the unconstitutional Socialist Insecurity Abomination over 5 years
* end government subsidies for hospitals (and the attached strings)
* end government subsidies for scientific research (except for defense which should cover defense against biological warfare & epidemics)
* repeal regressive income extortion (i.e. repeal 16th amendment; replace with national retail sales tax with hard-cap constitutional top rate of 9.875% structured as a levy on the states)
* revoke the charter of the CFPB and repeal the rest of Dodd-Frank
* revoke the charter of the Federal Reserve System and establish a stable, hard money
* repeal direct election of senators (repeal 17th amendment)
* repeal the unconstitutional Federal Firearms Act and its amendments
* de-fund and repeal the charters of CPB/NPR/PBS
* de-fund the national endowments for arts and humanities and AFI
* de-fund the racist eugenicist Planned Parenthood
* de-fund SBA
* de-fund Export-Import Bank, World Bank, IMF, Asian Development Bank, USAID
* cut foreign aid
* repudiate biased, injust WTO, GATS/TiSA
* re-negotiate or statutorily repudiate/reset GATT & NAFTA
* totally de-fund UN, withdraw membership, and evict them and all their evil spawn from NY and the USA
* cut federal Department of Educationism back to statistical reporting of graduations, diplomas, degrees, and rates thereof (NCES)
* cut Department of Energy by one-third to one-half
* set normal import tariff/duties/taxes to a maximum cap of 9.875%, and MFN to a cap of 8%, dumping penalties to at most 50%, and fraud penalties to at most 120%, eliminate exemptions to bring back burden to between 40% & 65% of all goods and services imported into USA with the aim of reaching an overall weighted average rate of 8%-12.5%
* adopt honest Country of Origin Label requirement for all imports to USA, requiring readable percentage of origin content for up to top 10 places of origin of parts & materials
* beef up export bans and restrictions for national security and to fight intellectual property robbery and fraud
* cut or eliminate HUD, HHS, NIH, CDCP, NSF; limit and focus their funding and work on constitutional functions & objectives
* cut or eliminate federal highway trust funds & DoT FHA Intelligent Transportation Systems & Amtrak
* repeal Anti-Impoundment Act

"The 2 centuries after 550 were not as low a point for functional literacy, even for the laity, as was once thought. Government was based on writing everywhere on the continent until after the Carolingian period; kings and the lay aristocracy could normally read, and could sometimes compose quite elaborate Latin, as in the court of Childebert ii in the 580s, or that of Sisebut in the 610s. (Writing itself, as a specific technical skill, was probably less widespread, and dictating to copyists was normal.) A more developed literary training was usually restricted to churchmen by now, and it was more oriented towards ecclesiastical works than had been the case 2 centuries earlier; Gregory of Tours cites more Sidonius and Prudentius than Sallust and Virgil. One could certainly be well informed in this period; libraries could still be large as was that of Isidore of Seville, and could even be created from scratch, as with the substantial library in Bede's Jarrow, apparently mostly bought by the monastery's founder Benedict Biscop in the 650s-680s during his visits to Rome. Bede was a genuine example of an intellectual who had read widely, at least in Christian literature, as a result. Toxicology, with its obvious implications for environmental, health, and safety policy, is a compelling example. The public has numerous prejudices about this apparently dry, technical field. For instance, Kraus, Malmfors, and Slovic ask people whether they agree with this statement: ‷For pesticides, it's not how much of the chemical you are exposed to that should worry you, but whether or not you are exposed at all.‴
Toxicologists are far more likely to emphasize dosage. Non-toxicologists ‷tend to view chemicals as either safe or dangerous and they appear to equate small exposures to toxic or carcinogenic chemicals with almost certain harm‴.
As in economics, laymen reject the basics, not merely details. Toxicologists are vastly more likely than the public to affirm that ‷use of chemicals has improved our health more than it has harmed it‴, to deny that natural chemicals are less harmful then man-made chemicals, and to reject the view that ‷it can never be too expensive to reduce the risks associated with chemicals‴. While critics might like to impugn the toxicologists' objectivity, it is hard to take such accusations seriously. The public's views are often patently silly, and toxicologists who work in industry, academia, and regulatory bureaux largely see eye to eye.

Cut student, refugee, asylum, exchange, guest-work, green card visas. Establish standards. Conduct conscientious background investigations on visa applicants. Terminate visa waivers.
