"In a happy change, a Silicon Valley insider -- whose resume includes the ownership of a yacht docked in the San Francisco Bay -- describes the H-1B program in this manner: 'The American immigrant visa system amounts to indentured servitude, a type of peonage.' This is in a newly-published, much-reviewed, tell-it-all book on the 'IT' industry entitled _Chaos Monkeys: Obscene Fortune and Random Failure in Sili Valley_, by Antonio Garcia Martinez... Most of the book is the view of a somewhat cynical insider regarding the inner workings of 'IT' start-ups and the rough-edged business culture of Silicon Valley, but Martinez does devote a few pages to the labor practices of the industry. His view is quite different from the rhetoric usually proclaimed by industry leaders to the effect that 'we need the best and the brightest' and thus an unlimited supply of [cheap, young, pliant, low-skilled foreign workers with flexible ethics]. Martinez wrote: 'Like the masters of old buying servants off the ship, tech companies are required to spend non-trivial sums for foreign hires... [Executives and board members of big] companies...are the real beneficiaries of this peonage system... It's a [lousy] deal for the immigrant visa holders but they put up with the 5 or so years of stultifying, exploitative labor as an admission ticket to the tech First World. After that they're free.' Martinez gets the basic concept -- of shameless exploitation -- better than he does the nitty gritty of the migration control process. He does not mean 'immigrant visa holders' in the above quote, for example, he means temporary, non-immigrant (H-1B) [i.e. H-1B and L-1 guest-work] visa holders who hope to be immigrants later..."

In each case, poll workers offered him primary ballots for the person he was claiming to be. 'From an economic development perspective, bringing in Tata was just a terrible idea.', said Hira, an Indian American who is a professor at Howard University. After opening in Buffalo, Tata announced that it would also locate a new training center in the city, former employees said. At one point, Tata employed about 45 people in Buffalo [though the disgusted mayor once said it peaked at less than 25, and nearly all of those guest-workers from India]. As the USA economy tanked, however, Tata's Buffalo business faded. Anxious Tata employees said they turned to Clinton's senate office, which was unresponsive. 'We were calling to try to get a scope on what was happening, what we were going to do as the economy continued to go south.', one former employee said. 'The phone would go unanswered.' "In a recent blog posting, my colleague Jessica Vaughan highlighted a Department of Justice Office of Inspector General (DoJ OIG) report finding that state and local governments with sanctuary rules are in violation of federal law by prohibiting employees from communicating with Immigration and Customs Enforcement (USA DHS ICE) agents. As Vaughan notes, there are over 300 such sanctuary jurisdictions; and when they are states, such as California, they have a spillover effect because of their impact on county and local government practices as well. Although DoJ OIG only examined a sampling of 10 jurisdictions due to resource limitations, there is little doubt that the remaining governments are also in violation of the law, 8 U.S.C. Section 1373. One of the commonalities DoJ found in these sanctuary rules and ordinances is that they often engage in throw-away language to the effect that communication is prohibited 'except as provided by federal law' or the like -- but that the language of this 'savings clause' is deliberately ineffectual because absolutely no effort is made to ensure employees know that their right to communicate with immigration agents is, in fact, protected by federal law..."
